Assign Power BI Pro license to External (Guest) user

Buying a Power BI Pro license and assigning it to a user.
A short guide on how to buy a Power BI Pro license and assign it to an external user.

Step 1:
Share the Power BI report with the external user first. This makes the account known in the Azure directory as well. I would not send the link yet; this is only about access.

Step 2: Buy a new license
Before you can assign a license, there has to be a free one. You buy licenses in the Office portal, not in Azure. You assign it in Azure, in step 3.

On the left, click Your products->Power BI Pro -> Add/Remove licenses. You now see how many licenses you have, for example 12. If you want to buy one more, fill in 13 here. Then click Submit changes.

The licenses are created. Now they have to be assigned. You do this in the Azure portal, not in Office.

Step 3: Give the user a license
Now it is important that you fill in the “usage location” field in the Azure directory, or you cannot assign a license. Go to https://portal.azure.com/#home and click “users”. Look up the person you want to add. It is important that you have already shared the report, or you cannot find the person. Then click their name and then edit. Fill in the “usage location” field and click save.

Then click home, licenses, powerbipro, click Assign + at the top and then click “Users None Selected”. After that, on the right side, copy/paste the e-mail addresses you want to assign.

Note: if there are no free licenses, you have to create them first. Otherwise you get this error message: “License operation failed. There are not enough licenses available. Purchase more licenses or remove licenses from users and groups who do not need them.”
